NURBS is abbreviation of Nonuniform Rational B-Splines. This is a method of generating smooth curves mathematically by defining few control points (vertexs) instead of using faces. Fewer points equals smaller file size, but it does require more CPU utilization on your PC to make the calculations about the surface.
